Abstract : The object of these studis is to develop and record a unified working philosophy and practice of applied science to assist those in the Army who are concerned with the management, assessment and utilization of scientific research. The subject has been approached on a basis broadly applicable to both government and industry, with only occasional details specific to the Army. This first phase is mainly concerned with the background philosophy of applied research. It is possible to attempt such a task without raising controversy, and this responsibility has not been shirked. The project sponsor has deliberately encouraged the Principal Investigator to freely express his opinions on these subjects, based on many years of involvement with research management problems, both inside and outside of government. Comments for readers of the report will be welcomed. Content of this report includes: Philosophic fundamentals (the function of science, the managerial view, the research director's view); The practice of applied science (organizing and operating the research department, the problems in science, summarizix and forecasting in science, comments on information Science as an interdiscipline).
