Abstract : This study is an attempt to determine the criteria (or standards) and methods governing the creation, modification and validation or enlisted rating and Job Code classifications--the vehicles for the selection, training, distribution and utilization of the Navy's enlisted manpower. Two essentially different methods were employed to accomplish the above objectives. The first entailed a systematic study of the job data, the postulation of experimental criteria, the development of principles and methods, and the application of such criteria and principles to problem areas assigned by the Research Division, Bureau of Naval Personnel. The second involved an independently conducted statistical analysis of the five-level, pay grade allocation of fire control tasks by technicians in the field, enlisted classifiers and Reserve Officers, to determine the validity of present Navy Enlisted Job Classification Codes and the possibility of a five-level system.
