Abstract : The widespread interest in improved systems for regional exchange of health, medical and welfare information arises for two major reasons. First it appears that substantial advances in both research and patient care might be achieved if the volumes of valuable data buried in files of health, medical, and welfare agencies were more accessible. Second, electronic devices offer real promise of making better access to such data technologically feasible. This paper expands on both of these reasons and explores some of the considerations in designing systems for regional information exchange.
