Abstract : Conclusion: The switch to oil in the countries which initially industrialized themselves on an energy base of coal is world-wide, and both the United States (where the trend has been set for some time) and the USSR (where the latest plans for energy production call for a rapid development of oil and gas rather than coal) are held up as models for the future pattern of energy consumption in Western Europe. What is overlooked is the obvious fact that both the United States and the USSR have a choice among energy sources available within their borders and directly under their own control. Western Europe does not have the same choice.
