Abstract : A survey of the training, proficiency, and utilization of a five per cent sample of Navy FT's assigned to Pacific Fleet and western continental United States commands was conducted from September 1963 to July 1964. All rates from Seaman to Master Chief were represented in the approximately random sample of 164 FT's. Results of the administration of a check list, performance and knowledge tests, rating scales, and work diaries are presented. FT's appear to be adequately trained to operate equipment, but maintenance training, including training in the use of test equipment and troubleshooting, appears to need improvement. Evidence obtained suggests that utilization of technical FT skills should be critically reviewed. (Author)
