Abstract : The study considers the general problem of scattering (reflection and transmission) by thin magnetic films, and includes the effects of adding dielectric films underneath and/or on top of the magnetic film. In Part I, a general theory is given, in terms of 4 x 4 characteristic (transfer) matrices, by means of which scattering by any specific multi-layer structure can be solved. The characteristic matrices are calculated for either mu or epsilon taken as gyrotropic tensors. In Part II, applications of the general theory are made in discussing scattering by a magneticmetal substrate, scattering by a magnetic film in an optical standing wave, and measurement of the mu and epsilon tensors.
