Abstract : Programmed research is research of such magnitude or performed under such contract arrangements that the research staff is obligated to review its plans with another agency, either a separate one, or an agengy of which the research staff is a part. The steps involved in developing a management system for programmed research include the following: (a) establishing explicit goals for the research activity; (b) establishing policies for achieving the goals; (c) providing an organizational structure and staff to conduct the research; (d) scheduling the work and budgeting needed resources, and (e) developing a review procedure by which corporate management can evaluate the effectiveness of the organization in achieving project goals, and the appropriateness of the goals and policies over times.
