Abstract : Major characteristics of a program budgeting system are listed as structural or format aspects, the analytical processes, and the data or information systems applicable. Guidlines to be followed in carrying out a cost-utility analysis are: proper structure of the problem and design of the analysis; conceptual framework (fixed utility or fixed approach); building the analytical model; treatment of uncertainty; treatment of problems associated with time; validity checking, and qualitative supplementation. Illustrations of program budget formats are given for the Department of Defense and for transportation.
