Abstract : The new policymaking processes associated with the McNamara administration of the Defense Department include the integration of programming-planning and budgeting and the exploitation of cost effectiveness analysis, associated with systems analysis. OSD initiative also clarifies the risk and role distribution in program generation, though centralizing political risktaking in OSD offsets any vulnerability which could be associated otherwise with the clarification of responsibility. Three indicators about trends in the new defense management arrangements to watch for which are suggested by speculations about hypothetical futures are (1) changes in OSD initiative, which could have wide effects, (2) reduction in the legitimacy of defense programs and leadership, which could lead to retrenchment in the new policy making methods in the Defense Department, and (3) further centralization, which could reduce the generation of options.
