Abstract : This report describes the development and application of a computerized model designed to assist in planning the advancement of enlisted personnel in the Navy. The objective to which this Advancement Planning Model (ADPLAN Model) contributes is the selection of the number of men to be advanced to each petty officer level during the two advancement segments which occur every year so that the petty officer requirements of the Navy are optimally met. Among the variables dealt with by the model are current on board count, attrition rates, predicted on board, predicted vacancies, test taker and test passer rates, and others. The ADPLAN Model has been successfully pre-tested in the advancement planning process and will be applied operationally, concurrent with present procedures, in connection with the August 1966 advancement examinations.
