Abstract : The problems of detecting and matching noisy optical and infrared images viewed through a turbulent atmosphere are discussed from the vantage point of modern decision theory. It is noted that the structure of the optimum image processor varies significantly with the statistics of the noise and of the images. A 'first moment' approach is also presented for use when a decision theory approach is not feasible. The classical correlator is encountered in both approaches but its optimality is restricted to a limited class of problems. The average influence of the atmosphere is then reviewed and a preliminary model for the time variation of this influence is developed. (Author)
