Abstract : The procedure reported here is a method of systematizing and improving the presently available judgments of training value and effectiveness in preliminary determination of the value of a training aid. The new procedure increases both the reliability and validity of evaluative judgments. Examination of the problems involved in developing procedures for evaluating the training effectiveness of training aids showed that the following specifications should be met: (1) Uniform for all classes of training aids; (2) short; (3) require no special or unusual talents for administration; (4) improve the validity of technical judgments; (5) bring out the chief merits and faults of the training aid; (6) provide the basis for an over-all judgment of the goodness of the aid for training purposes; and (7) provide information on which a scientific experimental evaluation of the aid can be designed. Various possible approaches which would meet these specifications were examined. No completely satisfactory procedure was found. However, the check list questionnaire procedure seemed to compromise the above specifications the least. (Author)
