Abstract : The report discusses the eye safety problem created by projected field operations with a pulsed ruby laser. Information is presented to (1) support the establishment of 2 x 10 to the minus 9th power joules as a conservative value for the amount of laser energy tolerable at the eye pupil, (2) relate this threshold value to the laser beam characteristics and atmospheric effects involved in the USL experiments, and (3) describe the particular range geometry. Finally, procedures to ensure safe field operation are recommended. (Author)
