Abstract : The study is a limited research effort which addresses four kinds of questions of potential interest to the civil defense planner. (1) What effects on children can be observed which are attributable to the existence of the threat or possibility of nuclear war. (2) What is known about the effects of disaster and family disruption on children which might have significance for civil defense planning. (3) What is known about alternative approaches to the care of orphans. (4) What are the possible uses of schools in shelter systems and what are the considerations involved. Available evidence related to each of these general questions is reviewed and discussed. The implications of the findings were summarized in relation to three components of civil defense planning: (1) education and information; (2) shelter system planning; (3) post-attack orphan care.
