Abstract : A description of the statistical meteorological radar method is given. The full theory of the method is described and it is shown that the radar method can be used to measure wind velocity and the microcharacteristics of precipitation. Formulas are given for use with the radar signal spectrum for determining the mean rate of energy distribution in a turbulent flux, the wind velocity gradient, drop-size distribution, and other parameters. Instruments and observation methods are described. Results are given for observations in clouds of different genera for which the values have been computed. The results of wind observations are described and it is shown that wind direction fluctuations can be separated from wind velocity fluctuations.
