Abstract : A weak-probe theory was developed to describe the incoherent scatter of microwaves by the vorticity fluctuations in a shear generated turbulent flow. The theory is based on a turbulent analog to the Onsager regression hypothesis. The power spectrum of the scattered wave is determined by the regression of the turbulent fluctuations and their convective motions. The regression function is developed from the turbulent energy transfer equation, which also determines the mean square amplitude of the fluctuations. (Author)
