Abstract : This program is based on the analytical work contained in Report AD-625 453 in addition, more details about the filtering equations concerning the bias estimation are reported in the appendix of this report. The general features, development, inputs and modes of operation of the program are discussed. In addition, a sample estimation of observation and station location biases is presented. Operating instructions and input/output descriptions and definitions are provided. All symbols used in the program are listed and defined in conjunction with Report AD-637 206. All additional or modified flow charts and subroutines which are not included in AD-637 206 are presented. The program is written in FORTRAN IV and machine language (MAP). Double precision is used extensively. Revisions and modifications of the program reported in AD-637 206 are reported in the appendix.
