Abstract : The report describes the results of correlation studies of the personnel situation aboard various Atlantic Fleet ships and ORI/ORE scores received by those ships. It was found that little correlation appears to exist between personnel and performance. Some ships with high quantitative/qualitative personnel levels received much lower scores in ORI/ORE competition relative to ships with lower quantitative/qualitative personnel levels. It became apparent that a reevaluation of the criteria used in the study is necessary. Also, it may be necessary to apply additional personnel criteria and to use a larger number of case incidents.
