Abstract : To realize the full potential of modern displays within Allied Command Europe (ACE), we must first be clear about our requirements. We need to (1) be specific, (2) focus on our most essential command and control functions, and (3) express requirements in terms of feasible system concepts. This paper illustrates this approach and develops the display requirement for one of the most vital command and control functions within ACE. Of the command and control functions requiring displays, perhaps the most important, especially at the nuclear threshold, is that of getting timely, accurate situation information to military and political decision makers and their staffs. Surprisingly, the amount and kind of information required at most higher-echelon command centers is much the same. This suggests a display system concept in which essential situation information would be broadcast simultaneously and in close to real time from selected situation reporting elements to all command centers requiring it. The evaluation and decision planning functions appropriate to each level of command could then be done concurrently instead of sequentially, thus greatly improving the over-all responsiveness of the system.
