Abstract : Some of the policies which the United States has adopted in an effort to insure that civilian nuclear programs do not contribute to foreign nuclear weapons programs are reevaluated. The emergence of genuine commercial interest in nuclear power means that a greater effort than before will now have to be made to assure equal opportunity to exploit the benefits of nuclear power for, at least, the advanced countries if we are to obtain their cooperation.
