Abstract : Stability operations present complex problems and conflicting objectives in an uncertain environment. This paper discusses some of the problems intrinsic to these situations which may result from cross-cultural misunderstanding, and a drive to transfer proven formulae unchanged. Several problem areas meriting further study are suggested. (Author)
