Abstract : The paper discusses the underlying theory and describes the activities, results and future plans of the Technological Barriers Documentation Project. The project consists of a study which tests the hypothesis that the pay-off from an agency's investment in research can be increased by systematically identifying its technological barriers, by describing such barriers on one-page Problem Resumes and selectively disseminating them to knowledgeable scientists as 'knowledge want-ads.' Procedures under development provide for analysis of capability objectives into successively lower levels of subobjectives, the definition of technological problems involved in attaining such objectives, and documentation of both the objective breakdown structure and individual problems. The prime function of the Problem Resume is to trigger establishment of direct person-to-person contact between the individual or organization with the problem and scientists who are the sources of knowledge for its solution. A repository of such problem resumes can also serve as an additional source of information for research planning. (Author)
