Abstract : Cartographers at the management level have contended that mere utilization percentages are not the sole criterion upon which equipment acquisition decisions should be based. It has been suggested that the most economic equipment complements might depend, at least in part, upon the extent to which jobs are delayed or deferred where equipment facilities are unduly restricted. In this study, the waiting line or 'queue' of users or deferred jobs engendered by the relative limitation of available equipment facilities was analyzed. The paper describes the development of the viewer utilization model and, then, the results of the simulations required to ascertain reactions and costs where constant workloads were serviced with changing equipment configurations. The least cost equipment complement is rigorously determined using the simulation technique, maximum verisimilitude, and practical cost assumptions. The paper also demonstrates that the simulation technique, using the IBM developed simulator system GPSS-III, need not be a crude imitation but, with careful analysis, can result in a fairly precise and finely sculpted modeling of a 'real world' situation.
