Abstract : Professor I. S. Shklovskiy reported on the most recent work on the radio emission of neutral hydrogen at a scientific session of the Division of General and Applied Physics of the Academy of Sciences. He believes that a 'cosmic maser' arises where there is a condensation of the interstellar medium with a density of approximately 30,000 times more than the mean value. Such condensations apparently are protostars. Due to the great intensity of radiation of such a maser radioastronomers can judge the birth of a star even in the most distant corner of the Galaxy.
