Abstract : Measurements of dielectric constant and loss at frequencies extending to those of millimeter waves were carried out and used to calculate molecular and intramolecular relaxation times. Siloxanes and metal acetylacetonates were found to absorb dielectrically by group rotation, twisting, bending, or inversion. Rotational oscillations in several other molecules were found to contribute to the infrared absorption, but not to the dielectric absorption. The effects of hydrogen bonding upon the dielectric relaxation times of solutions of water, alcohols, and chloroethanes were used to study structures and strengths of bonding. The existence of an absorption region in non-polar liquids extending from the microwave to the very-far infrared region was confirmed and quantitatively explained in terms of induced dipole moments.
