Abstract : The manpower aspects of the pilot problem is essentially an economic one. Pilots are a scarce resource, obtained at high cost in terms of dollars and time, and must be carefully budgeted. Efficient management of the stock of pilots has many analogies with the classic inventory problem found in the manufacturing sector; that is, how large an inventory of output (in our case pilots) should be held in the face of uncertain demands and known or controllable production possibilities. The Rated Resource Requirements System has been designed specifically to fill this gap. Utilizing the tools of systems analysis, an articulated and dynamic portrayal of the supply and demand for pilots at each of the significant levels of activity was constructed. Into this was integrated a War Model which translated war scenarios into a demand for deployed pilots by aircraft type and by time period. Lastly, a Cost Model was built which measured the cost of all training, training support and non-deployed, non-training assignments. This system permits a total simulation of the pilot force structure. Users can raise the myriads of 'what if' questions, testing the effect on pilot requirements of changes in policy variables and state of nature variables. (Author)
