Abstract : The Navy needs a fire-retardant paint for submarine interiors that will release little or no toxic materials into the atmosphere during and after application. The paint should possess good leveling properties so that an attractive surface free of brush marks is obtained, should have a short drying time, and should show good freeze-thaw stability. The dry film should be flexible, should possess good hiding power, and should have a 60 degree gloss between 35 and 50%. A water-based coating system has been developed that should meet these requirements. Such a coating system consists of a fire-retardant undercoat and a decorative topcoat. The topcoat alone is combustible, but when used in combination with the fire-retardant undercoat, the complete system is self-extinguishing. Although the system will burn when exposed to an extraneous flame or fire, the burning film will immediately self-extinguish when the ignition source is removed or when that part of the film exposed to the fire is consumed.
