Abstract : The document presents an underlying premise that there is no major guerrilla or Cuban threat in Latin America, although, the military will remain a central power factor in Latin American politics. United States preconceptions about the seriousness of the Communist threat and about the subsequent need for counterinsurgency and civic action for the Latin American military are producing undesired results. U. S. policies appear simultaneously to encourage authoritarian regimes and to antagonize the military who lead them. (Author)
