Abstract : The report presents a general overview of the scope and characteristics of the formal elements of the scientific and technical information programs in the Air Force, as well as a discussion of specialized activities such as the international data exchange, information analysis centers, R and D in information and computer sciences, the technical libraries, the Air Force interaction with the Defense Documentation Center, and the Scientific and Technical Liaison Offices. The program is operationally decentralized but guided by centrally formulated policies. The principal goal is to insure speedy and effective access to scientific and technical information and data for Air Force scientists and engineers. The management philosophy underlying the overall objectives rests on the following criteria: use of existing resources, services adaptable to local environment, local control of budgets, encouragement of face-to-face communications, adaptation and use of new information technologies, and continuing education of users.
