Abstract : The possibility of the stabilization of beams in plasmas is discussed, especially for the case where ion temperature greatly exceeds the electron temperature. The chief mechanism responsible for limiting beam or stream instabilities is wave scattering by a large number of ions. The problem is discussed in terms of the spectral shift of the plasma waves from the resonant to nonresonant regions. If the shift occurs in a period less than or of the order of the time of growth of the waves, then stabilization occurs. This occurs in some instances without the presence of strong external noise. General stability criteria are derived from the nonlinear kinetic equations for the beams with large velocity spread. It is shown that the small velocity spread leads to a modified criterion of instability where the electron thermal velocity exceeds that of the ions. (Author)
