Abstract : The paper reports on health insurance in relation to excessive medical costs and discusses a number of constructive steps that could be taken to modify the effects of insurance. A new type of hospital insurance, which has been termed variable cost insurance, is proposed. By greatly increasing consumer concern with hospital costs, variable cost insurance should slow the rise in these costs. It would also affect inequities in the present insurance system. (Author)
