Abstract : Solar particle observations made aboard USAF-OAR low-altitude polar satellites are summarized. It is found that (a) solar electrons can reach the polar caps; (b) the boundary of trapped electrons determines the cutoff for low-energy solar protons near the midnight meridian; (c) scattering of low-energy solar protons must occur in order to account for the experimental observations.
