Abstract : In view of the expansion of competitive pressures in telecommunication questions arise about the appropriate boundary between the traditional franchised monopolies and competitive aspects of the industry. To what extent should entry be permitted in yet other portions. Boundaries might be drawn between the so-called switched and unswitched portions of the nationwide network along the lines suggested by a recent task force on communications policy. The document holds that it is in the unswitched portion of the network, embracing largely private-line services, that seems promising for competitive entry at this time. (Author)
