Abstract : Theoretically feasible alternative national blast shelter systems, including deployment schemes, costs, and effectiveness against nuclear attacks are studied. Various feasible alternatives are described with a list of independent parameters of function and operation. The useful domain of the parameters are established by investigation of the range of feasibility and practicality. Various kinds of systems are then theoretically constructed within the boundaries established by the imposed limitations. These systems were investigated for cost, and for the number of fatalities resulting from various size nuclear attacks. The cost per survivor added was used as a measure of effectiveness. Investigations were performed analytically and by digital computer. (Author)
