Abstract : The report gives an evaluation of plastic versus steel as a buoy hull material.Included is information on reviews of reports and operating and cost data and interviews with key personnel at Coast Guard Headquarters, at representative industrial bases and the Coast Guard Yard, and on servicing vessels of all types; observation of sea tests on plastic buoys. The technical, operational, and economic advantages and disadvantages of plastic and steel buoys are compared. Plastic buoys are technically and operationally feasible and have potential advantages over steel buoys in: opportunity for innovation in design, elimination of shore overhaul, reduction in the required size of some support vessels, increased safety to handling crews. Plastic buoys have no significant technical or operational disadvantages although they are less suitable for operations in ice. A RESEARCH AND DEVELOPMENT PROGRAM IS REQUIRED TO ESTABLISH SPECIFIC DESIGNS OF PLASTIC BUOYS SUITABLE FOR OPERATION BY THE Coast Guard. (P.S.-PL)
