Abstract : The paper presents a reconsideration of the NORS aircraft problem (not operationally ready--supply) and its dual subproblem for the case of a discretely convex function. The memorandum describes an algorithm that will apply to the Air Force procurement problem for a reparable single-echelon inventory system. The study identifies functions for which a local optimum is a global optimum, and develops a general solution strategy for finding the optimum in the promising areas. Results suggest that a NORS criterion might be more attractive than a backorder criterion in designing future increments of the AFLC's Advanced Logistics System. METRIC would still be necessary, since it alone is a two-echelon model that can furnish the proper depot stock levels. After the depot stock levels are fixed, a post-METRIC NORS calculation could take place.
