Abstract : The paper evolved from a theme explored in a previous document by the same author on the role of scientific advisors on one policy issue /BALLISTIC MISSILE DEFENSE: Evolution of the Decision-making Process (SP-3462) - November, 1969/. In both papers, scientists are seen as having a diminished influence upon policy makers. In this study, the emphasis is upon the emerging role of social science research as it relates to defense studies in the seventies. The author concludes that social scientists, like the physical scientists before them, are beginning to realize the limits of their influence upon decision-making. (Author)
