Abstract : The report attempts to predict, by an energy extremum principle, the 'large eddy' structure of the wake. Lumley's postulate of instantaneously stationary global energy content of the large, i.e., nonlinear disturbances, forms the foundation of the study. Integration of the energy equation over the entire flow removes all transport contributions and results in the simple statement that production balances dissipation. This equation is linear in the disturbances and depends upon the mean strain rate and an undetermined parameter; in fact, a classic eignevalue problem is to be solved. It is necessary to assume a mean profile, based on experiment and a constant 'eddy viscosity' whose value, however, is to be determined. The problem is solved in two-dimensional wavenumber space by virtue of a homogeneity assumption. (Author)
