Abstract : The paper presents a methodology for the analysis of the effects of changes in the cost of higher education to the student. The importance of the cost of higher education in determining whether or not a potential, qualified student will actually enroll is first considered. Methods for estimating the student's ability to pay and the cost of higher education to the student is illustrated. Comparisons of these two factors are seen to provide estimates of the percentage of potential students who are effectively 'priced out' of higher education. (Author)
