Abstract : The document discusses a Third World, in which governments are likely to be the products of delicate civil-military coalitions, regardless of who occupies the presidency or other formal positions of authority. If the military obeys the orders of the political elite and maintains order, then it automatically is termed reactionary. If, on the other hand, it replaces the political elite in an attempt to alleviate popular pressures, then it is likely to be considered revolutionary. (Author)
