Abstract : The document is concerned with the agreements which the United States and Spain entered into in 1953 providing for the development and utilization by the United States of certain military bases in Spain, in return for economic and military assistance to Spain. These agreements have been the subject of considerable controversy in the United States and Western Europe since 1953, and presently in 1970. A shift in the emphasis of United States assistance to Spain from military aid to economic, educational, and technological assistance is discussed as a continued mutually beneficial association in the post-Franco era.
