Abstract : In the document, program budgeting has been viewed as an aid to government in its role of guiding and managing social, economic and environmental systems within government's jurisdiction. The origins of the planning-programming-budgeting system have been traced and its development in the United States and world-wide has been described. Concepts from general systems theory and from cybernetics are rooted in the approaches which characterize program budgeting. Implementation in numerous countries throughout the world illustrates the flexibility of the system. (Author)
