Abstract : A series of primary research contractors for the Office of Civil Defense were interviewed as background for an understanding of the problems of prerecording Emergency Broadcasting System messages to shelterees. Relevent research reports from these and other sources were reviewed. A broad spectrum of independent sources on human, social and communication behavior was also investigated. Findings from these sources were synthesized into a series of guidelines on procedures for communication applicable to E.B.S. message systems. Strategies for the generation of needed message systems were formulated. (Author)
