Abstract : Accountability is a doctrine that those employed by the public to provide a service--especially those vested with decisionmaking power--should be answerable for their product. It is one that is accepted readily in other spheres and that many would be willing to extend, in principle, to public education. The problems arise in making the concept operational. Then it becomes necessary to deal with a number of complex questions discussed in the document. (Author)
