Abstract : It is the argument of the paper that certain characteristics of the political process can help explain why so many programs which redistribute in kind exist. One of the advantages of this way of looking at things is that non-tautological predictions about the output of the political process emerge. The requirement that a consensus emerge in order for a program to be adopted may help explain why so many programs which redistribute in kind exist. The ease of forming such a consensus is related to the number of possible alternatives. (Author)
