Abstract : The 2 1/2 years since ASEAN's founding have been a time of testing for the organization and for the general concept of Southeast Asian regional cooperation. A stocktaking of ASEAN's progress to date is of value in light of the association's potential importance in regional and international affairs. The basic approach of the paper is to examine the current strengths and weaknesses of ASEAN in order to arrive at conclusions about the viability of the organization. (Author)
