Abstract : The paper has two main factual findings. It shows (1) that the Navy is currently involved in the production of significant amounts of very 'general' type technical training that is readily obtainable in schools in the civilian sector; and (2) that per graduate costs appear to be lower in private technical schools than in Navy in-house 'A' schools. These two findings suggest that significant savings in total Navy training costs could be achieved from changing procurement strategies. (Author)
