Abstract : The paper describes a multi-sector model of the US economy designed to assess the overall viability of the postattack economy given a variety of alternative civil defense postures and attack contingencies. In addition, the model is general enough to be used, with appropriate modifications, for a wide variety of economic issues unrelated to civil defense. The model incorporates a number of features absent from other multi-sector economic models, including: (1) The combining of characteristics of an input-output model with constant elasticity of substitution (CES) production functions. (2) The ability to incorporate non-homogeneous labor supply. Basically, as with standard input-output models, this is a representation of the supply side of the economy with the initial set of postattack final demands (net outputs) determined exogenously. These final demands are adjusted in response to sectoral and aggregate supply conditions relative to aggregate demand until equilibrium is achieved. (Author)
