Abstract : A model is formulated for a dynamic system which is characterized by the reuse of its stock after rehabilitation. A specific application is considered for a nation's mobilization effort. The criterion of performance is a functional of benefits, rehabilitation costs, and system expansion costs. The maximum principle is applied to determine the optimal control policy to change the capacity of the system. (Author)
