Abstract : A new volume model is developed to explain the echoes which are returned in the partial reflection experiment from weak D-region irregularities. This volume model is the first model that accounts for the two opposing effects of increasing electron density and added differential absorption which oppose one another within the pulse width. A previous volume model by Flood only included the effect of added differential absorption within the pulse. Computer solutions are presented for the volume model. (Author)
